This is not considered an oversized bag to the airline, however checking with your preferred airline is always recommended.
Good bag, as advertised

Fit my 29" no problem, with room for additional gear. Straps seem durable. Didn't have to pay the bike fee on the airline either, and came out with regular luggage, although I was asked once to drop off in the oversize bag area before the flight. Great bag but I wish it were cheaper.
Tough bag will last a long time with a little duct tape...

I've used this bag for two years now on at least a 15 international flights with multiple connections. The material and zippers have held up well. After nearly 150,000 miles of air travel the bag is showing some small cuts and a broken zipper pull from baggage handler abuse and conveyor belts.
My typical load consists of the following:
-1 300mm Equinox freestyle 20", a Nimbus titanium trials uni (with seats lowered) and a 24" Nimbus Ultimate wheel all with pedals removed. I wrap these in a packing blanket and put some foam between the unicycles. There's usually some misc. clothing or other stuff in the bag as well. Packed weight is usually around 40-45lbs.
-I've also packed a 29"/700c wheel sized uni in this.
Some tips...the less weight you have in this bag the longer it will last. I don't think it was designed for more than 40lbs but mine has done well. First thing I did when I got the bag was to put duct tape over the side handles to make them inaccessible. I think a good yank from a baggage handler on one of these would rip the bag apart. Also, before checking the bag always make sure the two handle straps that come over the top are velcroed together...a loose strap by itself is sure to get a hard pull from a baggage handler and that could be the end for the bag.
Things I like about this bag:
-Large tough heavy duty zipper track.
-Heavy Duty material.
-Black and silver is usually easy to spot.
-Bag often comes out at the over-sized baggage area...I've never been charged for over-sized.
-Sometimes I'm asked at check-in if it's a bicycle...It' technically not and I usually have some juggling or poi stuff in the bag and tell them it's "circus props" avoiding the $100-200 bike fee airlines like to charge.
